On the basis of article 68 of the Law on Public Procurement (Official Journal of the Republic of Macedonia, No. 19/04), the Public procurement committee in the Ministry of Culture of the Republic of Macedonia, hereby opens the present

 

 

INTERNATIONAL COMPETITION No.  2/07

 

 

FOR THE ELABORATION OF AN ARCHITECTURAL - URBAN CONCEPT FOR THE "MACEDONIAN PHILHARMONIC ORCHESTRA" BUILDING

IN SKOPJE

 

 

 

1.                  The purchaser in this competition is the Ministry of Culture of the Republic of Macedonia (hereinafter referred to as : the Purchaser).

 

 

2.                  Object of the present competition - Elaboration of an architectural urban concept for the "Macedonian Philharmonic orchestra" building, located on the plateau of the Macedonian Opera and Ballet building – Cultural center in Skopje.

 

3.                  The present competition is public and anonymous. Domestic and foreign legal entities registered for the performance of the activities which are object of the present competition and construction, as well as domestic and foreign natural persons having a B Sc university degree in architecture shall be considered as eligible to participate.

 

4.                  The documentation, as well as the entire correspondence regarding the present competition shall be written in Macedonian language, whereas those for the foreign natural and legal entities shall be written in Macedonian and English language. The documentation for the present competition, and all graphic views may be written in a language other than Macedonian, provided that they are accompanied with an accurate translation in Macedonian language. The language of interpretation of the competition shall be Macedonian.

 

5.                  Each of the participants having taken the necessary documentation has the right to participate with a single concept.

6.                  Description of the project: The participants in the present competition shall submit their architectural urban concepts regarding the Macedonian Philharmonic Orchestra building, with the following project content:

3D views or photos of the model (by choice, the two may also be included)

2D and 3D programme diagrams

architectural urban rationale of the project proposal with specific attention to the acoustics of the concert halls, the construction system and materials (textual and table overview of the surfaces).

Electronic version (CD or DVD) of all above – mentioned attachments in a .pdf, .dwg, or .jpeg format.

 

7.                  The deadline for submission of proposals shall be 16 pm. on May 3, 2007.

 

8.                  The elaborates shall be submitted in the Archive of the Ministry of Culture, Gjuro Gjakovic Str.  61, Skopje, Republic of Macedonia; Each delivered elaborate shall obtain an acknowledgement of receipt containing the date and time of delivery. Regarding the elaborates sent by mail, the valid date and time of delivery shall be the one stated on the postal seal.

 

9.                  The evaluation of elaborates shall be performed by a committee, on the basis of evaluation criteria. The members of the evaluation committee, the secretary and the reporting person do not have the right to participate in the competition.

10.              The particular criteria for evaluation and selection of the best project shall be the following:

 

Ø      performance in the functional and formal articulation of the building in accordance with its character

 

Ø      performance in the shaping of public areas and the relation of the building with the river Vardar plateau - treatment of a riverside building

 

Ø      Respect of the urban planning conditions established in the Project programme, in accordance with the Detailed urban plan.

 

Ø      Full representation of programme contents

 

Ø      Functional and spatial structuring, as a response to the contents and functional requests established by the purchaser

 

Ø      Original and innovative nature of the project proposal

 

Ø      Ability to establish a new context and successfully shape the existing one

 

Ø      An appropriate construction system providing seismic stability, bearing in mind the specific nature of the building

 

Ø      Accessibility of the building and its main contents for people with special needs

 

Ø      Implementation of contemporary architectural expressions and materials as a reflection of the present time we live in

 

Ø      Satisfaction of specific acoustic needs of the concert halls, expressed through the form, proportions and materials

 

Ø      Energy efficiency

 

Ø      Feasibility

 

Ø      Cost - effectiveness

11.              If the submitted elaborates satisfy the requirements of the present competition, the following prizes and net purchase amounts shall be given:

Ø      First prize  _______________________        500.000,00

Ø      Third prize _______________________         200.000,00

 

Ø      Two purchased elaborates _______________________            80.000,00 each

 

Ø      Compensation fund  _________________         100.000,00

 

12.              The evaluation committee shall perform the evaluation and shall publish the results of the present competition in the media within 30 days as of the day of closing of the competition.

 

13.              The necessary documentation for the competition in the form of a CD can be found at the Archive of the Ministry of Culture, upon a previous payment of non – refundable means in an amount of 50 EUR (or 3.000,00 MKD).
